On April 30, Nancy Novograd, president of the PHC, wrote a letter to the “Potomac Horse Center Community” explaining that after working for many years, the center could be closing its doorways for good on July 22.

Novograd defined that since 2017, the center tried to renegotiate its lease with the Maryland-National Capital Parks and Planning Commission. Novograd wrote in the April 30 letter, “the tipping level in the negotiations was M-NCPPC’s insistence that the renewal of the lease was contingent on PHC elevating three to 5 million {dollars} to enhance M-NCPPC’s infrastructure with no assurances that PHC could be permitted to stay on the property.”

Novograd added: “PHC merely can not ask our shoppers to pay for and make investments in a quickly deteriorating infrastructure that PHC doesn’t personal.”

Gary Burnett, the deputy director for operations at Montgomery Parks, a part of the dual-county M-NCPPC, advised WTOP that the phrases of the lease settlement had all the time stipulated that PHC was to cowl the price of infrastructure maintenance, and that security considerations arose over the state of the power.

Burnett stated there had been an inspection of the situations on the center: “We advised them that — I suppose it was in December — that the principle barn was, principally, structurally unsound.”

“They have been nonetheless accountable to make repairs in the event that they needed to proceed — and we did give them a path ahead to proceed in the event that they needed to lease,” Burnett added, however he stated it was the PHC’s choice to not proceed.

Novograd defined in her April 30 letter that, “The phrases of our 1993 lease are unsustainable below present financial situations.” And that the revenue from the power’s lesson program “additionally has to go to veterinary care, farrier providers, hay and grain for horses,” together with issues like payroll, insurance coverage, farm tools and extra.

Montgomery County Council member Marilyn Balcombe advised WTOP that the announcement that the center shall be closing is “unlucky.” But, she stated, “Both events have been working very onerous, but it surely didn’t come as a shock.”

There have been feedback on social media that prompt there’s some plan to develop the property. Both Burnett and Balcombe say that’s not true.

Balcombe advised WTOP, “The parks division is just not in the enterprise of growing land.”

“We don’t promote property to builders and that type of factor. We simply aren’t allowed to try this, in order that received’t occur,” Burnett stated.

In her letter, Novograd wrote, “PHC is planning for classes to proceed uninterrupted via June sixteenth.”
